It also changes behavior in bad ways. Owners ration logins. The dispatcher shares an account. The new hire waits a month for a seat. The whole team ends up working around the price instead of using the tool the way it should be used.
The business should be priced as a business, not as a pile of logins. One price, whole team on it, and growing the crew makes the tool more valuable to you, not more expensive.
